The Naval Systems & Sustainment (NSS) Sub-Strategic Business Unit is seeking a Director of Program Management to lead the Ship Systems Integration & Sustainment (SSIS) portfolio. This position oversees a $450M annual portfolio, 70+ active contracts exceeding $3B in funded value, and a geographically dispersed organization of over 600 employees across nine Raytheon sites. The Director will provide strategic leadership across sustainment, modernization, engineering, depot operations, production, and fleet emergent activity. **This is an onsite position at our Tewksbury, MA facility **Relocation assistance is NOT available Will You Will Do:  Lead strategic execution, customer engagement, and long‑range planning for the SSIS portfolio. Manage performance across engineering, depot, production, sustainment, modernization, and fleet‑emergent operations. Oversee proposal activity (> $500M annually), drive strategy aligned with Navy mission needs, develop talent, and interface with senior Navy leadership (O‑6/O‑7). Work closely with the NSS Vice President and other members of the NSS team on myriad of leadership tasks and business initiatives including but not limited to short- and long-term goal setting; long-range financial planning; and organizational development. Program Leader responsible for execution, staff development, critical Integrated Product Team and Control Account Manager across all portfolio contracts to meet cost and schedule commitments. Execute with Integrated Product Team Leads (IPTLs) and lead engineering staff across multiple functions to improve efficiency with actionable metrics that achieve goals and increased availability. Interface directly with Navy program offices to collaborate on the direction of the program Lead assessment and corrective action on the performance of the program through analysis of current earned value and technical metrics Interface with senior Raytheon portfolio leadership to report status, represent the program and customer needs, and advocate for the portfolio of products Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership. Attract, retain, supervise, and develop talent Ability to travel 30% -50% as needed What You Will Learn: Raytheon and RTX Business Acumen SBU & SSBU organizational structure, responsibilities amongst the programs and the functional areas, and deliverables Qualifications You Must Have : Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years’ experience. Prior Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Risk and Opportunity Management, Estimate at Completions (EACs), etc.  Prior Experience leading proposal activity and franchise capture experience Prior Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Operations and Supply Chain, Contracts, Finance, and/or administrative functions Prior Experience engaging and reporting on key program information (ex: metrics, schedules etc.) Prior program/project management experience Prior experience leading or managing teams directly or indirectly Program Management Level 2 Certified or ability to achieve certification within 1 year Qualifications We Prefer: Demonstrated experience managing staffing, assignments, and resource deployment across multiple locations. Proven customer relationship experience with NAVSEA, NAVSUP, shipyards, and government representatives. Knowledge of U.S. Navy surface combatant systems (SPY‑1, SPY‑6, CIWS). Strong collaboration across engineering, operations, depot, production, and supply chain teams. Excellent communication skills with proven ability to facilitate teamwork across functions Proven success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers Proven ability to manage cross-functional teams and projects in a fast-paced environment Experience with depot operations, modernization, or shipyard integration. Experience resolving fleet-emergent issues, driving execution improvements, and supporting sustainment growth strategies. Strong analytical thinking and decision-making.
