Description of Work The Subsidy Provider Compliance Consultant conducts desk reviews and site visits with licensed child care providers enrolled in the Subsidized Child Care Assistance (SCCA) Program to assess compliance with the Provider Agreement. The role analyzes provider records, identifies training needs, and delivers technical assistance based on findings from monitoring activities. Work includes preparing Notices of Subsidy Action, ensuring completion of Corrective Action Plans, and investigating allegations of noncompliance. The position requires extensive statewide travel, including some overnight trips, and involves both independent and collaborative project work. This is a regional position based in northeastern North Carolina with travel currently farthest west to Wake County and east to Dare County. Some statewide travel will be necessary. The successful candidate for this position must reside in one of the following counties: Bertie, Camden, Chowan, Currituck, Dare, Edgecombe, Gates, Greene, Halifax, Hertford, Martin, Nash, Northampton, Pasquotank, Perquimans, Pitt, Tyrrell, Wake, or Washington. Key Duties Include: - Conduct desk reviews and onsite monitoring visits to evaluate compliance with SCCA Program requirements. - Obtain and analyze provider records to assess adherence to the Provider Agreement. - Identify provider training needs and deliver targeted technical assistance based on monitoring results. - Prepare Notices of Subsidy Action and ensure corrective actions are completed. - Investigate allegations of noncompliance referred for review. - Document monitoring findings and prepare compliance reports following SCCA guidelines. - Provide technical assistance and training during meetings and sessions with child care providers. - Collaborate with colleagues on project-based assignments requiring coordinated work. - Travel throughout the region and statewide to complete monitoring activities and attend required meetings or trainings. - Manage assigned workload to complete reviews, investigations, and technical assistance activities within established timelines. Strong working proficiency with Microsoft Office Suite, including Excel, Outlook, Teams, and Word, applied to data management, reporting, and program analysis. Proven experience interpreting and applying Subsidized Child Care Assistance Program policies through precise, detail‑oriented compliance reviews and monitoring processes. About the Subsidy Services Section: The Subsidy Services Section administers North Carolina’s Subsidized Child Care Assistance Program by allocating funds statewide and developing, implementing, and interpreting program policy. Guidance is provided to county Departments of Social Services and Local Purchasing Agencies through the program’s policy manual and change notices. The section is organized into four units: the Policy Unit, which develops policy and provides consultation; the Technical Assistance Unit, which trains and supports DSS/LPA staff on regulations and procedures; the Program Compliance Unit, which monitors counties and LPAs for correct program administration; and the Provider Compliance Unit, which monitors participating child care providers for compliance and offers technical assistance.
