These systems include the Judiciary’s Case Management/Electronic Case Files (CM/ECF) and Public Access to Court Electronic Records (PACER) systems. The Solutions Architect will work as part of the PACER Development team responsible for developing, operating, and supporting internal and external systems that allow for secure public access to court electronic records for the Judiciary. The ideal candidate will have experience supporting the design, development, and maintenance of enterprise-class applications and web services. This position requires strong architectural thinking, the ability to design scalable and secure systems, and the technical depth to implement complex end‑to‑end solutions. The role requires strong problem-solving skills and the ability to work independently and collaboratively. The Solutions Architect will execute the following responsibilities: Define and own the end-to-end application architecture, ensuring alignment with business goals and enterprise standards. Lead architectural reviews, create reference architectures, and establish best practices for development teams. Evaluate emerging technologies and recommend adoption strategies. Design integration patterns for connecting client applications with cloud-based back-end systems. Build and optimize micro-services, RESTful APIs, and event-driven components. Develop and architect micro‑frontend applications using modular UI composition, Module Federation, or similar patterns. Implement authentication and authorization frameworks (e.g., OAuth2.0, JWT). Develop complex workflow systems, leveraging cloud services and distributed architectures. Write clean, maintainable, testable code and lead code reviews. Requires strong experience with Java, JSF, PrimeFaces, JavaScript, CSS, Perl, and/or Linux shell. Experience with DevOps tools (Jira, Confluence, GitLab CI/CD, GitHub Actions, Jenkins, Bash, Subversion (SVN), JetBrains Tool Suite). Integrate applications with cloud storage systems. Collaborate with DevSecOps teams to implement CI/CD pipelines and automated testing. Lead cross-functional teams including developers, UI/UX designers, product managers, and QA engineers. Provide mentorship, technical guidance, and architectural oversight. Communicate architectural decisions and trade-offs to stakeholders. Ensure adherence to security, compliance, and enterprise governance standards. QUALIFICATIONS: Bachelor’s degree plus at least Seven years (7+) of experience in enterprise grade software development using Java/J2EE technology in a web-based environment. Expert level Java developer experience. Experience with Linux (Red Hat) Some experience with Java Server Faces (JSF)/RichFaces. Experience with RESTful web services. Experience in Spring Framework. Experience in automation of CI/CD pipelines. SQL and data modeling experience, including experience working with ORM tools/frameworks such as Hibernate (including working knowledge of JPA). Architecting and operating cloud solutions Demonstrated ability to adapt to different enterprise security requirements Experience with on-premise to cloud migrations or IT transformations Experience with Cloud computing and Hybrid Cloud platforms Experience in DevOps and DevSecOps approaches Extensive experience developing applications in an agile environment. Experience with Git or other distributed source control system Working knowledge and experience in Federal IT security guidelines and practices and Section 508/ Accessibility. Ability to contribute on an individual basis as well as demonstrate strengths as a team player as a member of an agile team. Nice to Have: Experience in Perl language Communication and Organizational Excellent presentation and communication (oral and written) skills. Consultant mindset with the ability to work with high level customer stakeholders and build excellent customer relationship. Experience identifying and applying industry tools, solutions, methods best practices, and emerging technologies. Strong analytical skills and problem-solving skills with the ability to formulate and communicate recommendations for improvement. Experienced with process design and documentation methodologies, and design and production of quality deliverables, process and use case modeling, business case development. Demonstrated ability to work effectively, independently, and as part of a team. Strong project management, leadership & meeting facilitation skill with knowledge of Project Life Cycle The likely salary range for this position is $136,000 - $184,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
