Description of Work The primary purpose of this position is to support implementation, performance management, and provide operational support to one or more programs within the behavioral health initiative under the Rural Health Transformation Program (RHTP). RHTP is a five-year federal grant awarded by the Centers for Medicare and Medicaid Services (CMS) to improve healthcare access, quality, and outcomes in rural communities. In the first year of implementation, North Carolina DHHS has been funded to expand Coordinated Specialty Care (CSC), Mobile Outreach, Response, Engagement and Stabilization (MORES), Community-based Mental Health Crisis Services, and Opioid Treatment Programs. This position may support one or more of these program areas. This position serves as a key implementation and performance partner to implementation providers, LME/MCOs, and internal Division staff. The position translates program goals and strategic direction into operational processes, implementation supports, and monitoring activities that promote successful delivery of mental health and substance use services and achievement of grant objectives. The position is responsible for monitoring program implementation, identifying and addressing operational and performance challenges, developing reports and analyses, coordinating quality improvement activities, and supporting alignment of contracts, funding, and operational resources with program goals. The position works closely with providers, managed care organizations, and internal partners to support fidelity to the program model, ensure compliance with grant requirements, and promote continuous improvement in service delivery and outcomes. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $57,983.00 - $101,470.00   Recruitment Range: $57,983.00 - $79,726.00  Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.  The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:  Knowledge of behavioral health service systems or programs serving individuals with serious mental illness. Ability to interpret and apply federal grant requirements, state policies, contracts, and program guidance to support effective implementation of behavioral health programs. Ability to analyze program performance, implementation challenges, and quality indicators and develop recommendations to improve service delivery and program outcomes. Ability to provide consultation and technical assistance to providers, managed care organizations, and other stakeholders regarding program implementation, quality expectations, and operational requirements. Ability to establish and maintain effective working relationships with internal and external partners and facilitate collaboration to address implementation barriers and advance program goals.
