The ideal candidate will have a minimum of 5 years of project management experience, including demonstrated success overseeing Design-Build (DB) or Engineering, Procurement, and Construction (EPC) efforts. This role requires advanced knowledge of federal regulations and compliance, strong leadership capabilities, and excellent communication and problem-solving skills. The Project Manager II is expected to provide guidance to Project Manager I employees, drive consistent project execution, and build strong client relationships while delivering projects on time, within scope, and within budget. The successful candidate will be accountable for delivering projects that meet safety, quality, schedule, cost, and client expectations. What You'll Do Project Leadership: Independently leads multiple and/or complex federal construction projects from initiation through closeout, ensuring successful execution of scope, schedule, budget, quality, and compliance objectives. Stakeholder Engagement: Builds and maintains strong working relationships with federal agencies, clients, subcontractors, consultants, and internal stakeholders to ensure alignment and successful project delivery. Budget & Resource Management: Develops and manages project budgets, forecasts costs, monitors resource utilization, and proactively addresses cost or schedule variances. Compliance & Risk Management: Ensures compliance with applicable federal regulations, contract requirements, and QGS standards while identifying, assessing, and mitigating project risks. Schedule & Scope Management: Develops and maintains integrated project schedules, manages scope changes, and coordinates recovery plans to maintain project performance. Team Leadership: Leads cross-functional project teams while providing day-to-day guidance and mentorship to Project Manager I employees and promoting collaboration, accountability, quality, and safety. Reporting & Continuous Improvement : Delivers timely project reporting, analyzes project performance metrics, recommends operational improvements, and supports consistent execution across multiple projects. What You'll Bring Experience: Minimum of 5 years managing federal construction projects, with demonstrated success leading multiple and/or complex projects in regulated environments while consistently delivering safety, quality, schedule, and cost objectives. Education: Certifications: PMP within 24 months of hire; OSHA 10 required (QGS will support if needed). Additional certifications such as Six Sigma, CCM, or PgMP are a plus. Regulatory Knowledge: Strong knowledge of federal contracting procedures, FAR/DFARS requirements, DCAA principles, and applicable quality and security standards. Technical Skills: Advanced proficiency with project management software, scheduling tools, cost control systems, and Microsoft Office Suite. Soft Skills: Strong leadership, communication, collaboration, problem-solving, and decision-making skills with the ability to mentor Project Manager I employees and effectively lead cross-functional teams. Clearance: Ability to obtain if required and maintain a federal security clearance and satisfy project-specific background requirements. Preferred Qualifications Experience managing multiple concurrent federal construction projects. Experience serving federal agencies. Demonstrated experience mentoring junior project managers or project engineers. Experience managing projects utilizing Design-Build (DB) or EPC delivery methods. Experience leading cross-functional project teams within a matrix organization. Preferred Licenses/Certifications PMP OSHA 10 Safety Field Trade Experience Systems and Tools Maintains project documentation, schedules, cost data, RFIs, submittals, change management documentation, and project reporting within approved QGS systems. Ensures data accuracy, compliance, and timely reporting while supporting continuous process improvement. SUPERVISORY RESPONSIBILITIES Provides day-to-day guidance and mentorship to APM I, APM II, and Project Manager I employees and project teams. Coordinates project assignments and supports knowledge sharing and best practices. May lead project teams and functional resources without direct supervisory authority.
