It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work The Operations, Projects, & Education Consultant supports the Department of Adult Correction by leading section‑wide projects, analyzing cross‑program data, developing instructional materials, and improving operational workflows within Benefits, Time, Insurance, and Leave. The role operates with a high level of independence and serves as a consultant to supervisors and managers, providing expertise in performance planning, position design, system implementations, and employee engagement across both central office and field operations. Key Duties Include: - Lead project planning and operational rollouts for system implementations, workflow modernizations, and section‑wide change initiatives. - Develop project charters, timelines, task assignments, and reporting tools to monitor execution and resolve implementation barriers. - Build, maintain, and analyze recurring and ad‑hoc data reports using HRIS and time‑tracking systems to assess trends and program effectiveness. - Create dashboards, visual summaries, and executive‑level reports to support data‑driven decision-making. - Coordinate and facilitate monthly statewide Connect and Learn sessions for supervisors, facility HR liaisons, and staff. - Partner with agency training personnel to design instructional curricula, digital user tools, job aids, and SOPs. - Lead workplace culture improvement efforts through streamlined communication, benefits navigation support, and user-focused process enhancements. - Consult with supervisors to develop clear position descriptions and measurable SMART performance expectations, while supervising daily work of an HR Technician I. Applicants who possess the following skills are preferred: Demonstrated experience leading enterprise HR projects, system implementations, or modernization initiatives within large or geographically dispersed organizations. Documented experience administering employee benefits, leave programs (e.g., FMLA, shared leave, military), or time‑reporting workflows using established policies or regulatory frameworks. Proven experience using HRIS reporting tools, spreadsheet applications, or similar software to analyze workforce metrics, aggregate datasets, or develop dashboards for leadership review. Demonstrated experience developing instructional materials or job aids, such as SOPs, training modules, or facilitator guides, and delivering live virtual or in-person training. Proven experience consulting with supervisors or managers to design position descriptions, evaluate job duties, or establish measurable performance goals such as SMART objectives.
