Description of Work The Fiscal Analyst (Administrative Specialist I) is responsible for fiscal and budgetary functions for his/her respective division within Community Supervision to include but not limited to purchasing, fixed assets, motor fleet management, telecommunications, management information systems, computer program security, leases and budget management. This individual is responsible for conducting financial analysis, processing purchasing activities, and performing account reconciliations using the North Carolina Financial System (NCFS) and North Carolina E-Procurement System, while maintaining data accuracy and integrity across financial subsystems. The Fiscal Analyst works independently under the general supervision and guidelines set by the Judicial Division Director. The position serves as approving authority for fiscal, budgetary and financial transactions initiated by Judicial District Managers. This position works with other agency business heads and interdepartmental officials within Community Supervision and the Department of Adult Correction. The ideal candidate will be a highly detail-oriented and dependable individual who can work independently while handling confidential information with discretion and professionalism. Key abilities required for success in this role include: 1. Verifying financial documents for completeness and accuracy and preparing reports as needed 2. Establishing and maintaining effective working relationships with agency personnel, officials, and the general public 3. Communicating clearly and effectively in both oral and written form 4. Exercising sound judgment and discretion when establishing, applying, and interpreting policies, procedures, and guidelines 5. Demonstrating strong computer skills, including proficiency with Microsoft Office Suite and the ability to learn and effectively utilize new software applications and technology as needed This position description is not all-inclusive, and supervisor may delegate and assign other duties to position as needed. About the Division of Community Supervision: The Division of Community Supervision (DCS) is responsible for overseeing supervision of adult offenders on probation, parole, or post-release. The DCS mission is to ensure public safety while helping offenders make positive changes and successfully complete their supervision. DCS collaborates closely with the NC Post-Release Supervision and Parole Commission, the court system as well as other state agencies, and community partners, particularly those addressing mental health, substance use and re-entry issues faced by our returning citizens. DCS is also responsible for the supervision of offenders who transfer from other states through the Interstate Compact program and has oversight of the Community Service Work Program.
