Description of Work The primary purpose of this position is to supervise the Specialized Banking Unit within Banking Operations. Critical to this purpose is the oversight of the execution of the day-to-day procedures and policies necessary to accomplish the administrative, accounting and operations functions of the section, and related troubleshooting presented by the daily functions. The SBU Supervisor is responsible for 4 direct reports. On days when banks are open and the State of North Carolina is closed and transactions impacting the State’s account could be processed, this position is responsible for ensuring that the daily functions related to cash flow are completed, whether by delegation or actual completion. This includes compilation of electronic fund transfers and investment settlements that are required to maximize the State’s return on deposited funds. The SBU supervisor may provide back up support to the Cash Flow Senior Banking Specialist whose position normally completes these assignments, and the two positions may alternate these holiday assignments. This work may be completed from a remote location via Internet, with a laptop computer provided.Duties in this position are considered essential to operations for the Department of State Treasurer. This may require mandatory, on site work during adverse or crisis situations. Essential duties are a condition of continued employment. This position is considered an essential position within FOD of the Department of State Treasurer, including but not limited to the following business processes: Cash Flow Desk, Funds Transfer, Non Main Bank Sweep, Process BAI, Wells Fargo ACH Report, STIF Deposits. Knowledge Skills and Abilities/Management Preferences *The anticipated hiring rate for this position is up to $77,000, based on available funding and internal equity considerations.* The Banking Supervisor oversees and directs the daily operations of banking and financial activities within the State Treasurer's office. This role ensures compliance with all relevant regulations and policies, manages a team of banking professionals, and contributes to the efficient and secure management of state funds. Job Responsibilities: Supervise and coordinate the activities of banking staff, including training, performance evaluation, and disciplinary actions. Monitor daily cash flow, participate with bank account reconciliation, and ensure accuracy of financial records. Oversee the processing of deposits, and electronic transfers, and other banking transactions. Collaborate with financial institutions and other government agencies to resolve banking issues and optimize financial services. Manage relationships with banking partners, negotiating terms and services as needed. Provide guidance and expertise on complex banking matters to staff and other departments. Knowledge Skills and Abilities/Management Preferences Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following: Experience with financial reconciliation, cash management, and internal controls. Strong analytical and problem-solving skills with a high attention to detail. Proficiency in financial software and Microsoft Office Suite, particularly Excel. Management Preferences: Understanding of banking principles, practices, and regulations. Excellent written and verbal communication skills, with the ability to present complex financial information clearly. Ability to lead and motivate a team in a fast-paced, high-volume environment with at least two years in a supervisory or leadership role.
