The San Francisco Department of Children, Youth and Their Families (DCYF) is a strong voice at the heart of the City’s commitment to children, youth, TAY and their families. We have administered San Francisco’s Children and Youth Fund since 1991, bringing together government agencies, schools and community-based organizations (CBOs) to help our city’s youth and their families lead lives full of opportunity and happiness. DCYF and our partners have a proud history of funding high quality, culturally relevant and empowering services with a deep commitment to advancing equity and healing trauma.    DCYF provides grants and technical assistance to CBOs and supports partnerships with public agencies to provide services in all of San Francisco’s neighborhoods. Our funding areas include Early Care and Education; Educational Supports; Emotional Well Being; Enrichment, Leadership & Skill Building; Family Empowerment; Justice Services; Mentorship; Outreach & Access; Out of School Time; and Youth Workforce Development.    Through our funding, partnerships and community engagement efforts we seek to support a continuum of services that provides children, youth, TAY and their families with opportunities to be healthy, succeed in school, prepare for the future, engage in positive activities and live in safe and supported communities. Please visit our website at www.dcyf.org for more information.     The 1823 Senior Administrative Analyst performs complex, sensitive, and detailed professional-level analytical work in the areas of legislative and administrative policy and data analysis related to children, youth and family services. The position supports Departmental functions with data management, policy analysis and program evaluation, as well as conducting key research and strategic planning. This position will report to the Director of Communications, Data & Strategic Alignment but will also provide analytical support to program managers in other units and is expected to exercise excellent independent judgment. The essential duties of this position include:  Analyzes trends in Department-funded services, prepares statistical reports; coordinates and monitors departmental reporting including the reporting of data by DCYF-funded programs.   Works with staff from various teams to define and monitor key metrics in funding strategies, initiatives and with the Department’s contracts with nonprofit providers that ensure alignment with system wide goals and support performance accountability. Prepares recommendations with appropriate supporting documentation regarding how to comply with legislation and regulations, Mayor’s and Board of Supervisors’ directives, law, court decisions and/or memoranda of understanding; develops implements and monitors new and revised reporting systems required by legislation and/or new policy.  Supports the development of the Department’s Community Needs Assessment (CNA) and Service Allocation Plan (SAP) and Request for Proposals (RFP), including analyzing policies, and quantitative and qualitative data.  Supports the implementation of internal planning groups related to the Departments' funding strategies and initiatives, including preparing presentations and leading data related discussions. Supports the implementation of evaluations of the Department’s funding strategies and initiatives, including working with external contractors, assisting in the development of scopes of work, providing guidance and direction about the focus of evaluations and the methodology used. Develops, implements, reports on and creates dashboards with program outcomes, indicators, and systems for tracking the progress for both public reporting and internal management purposes. Conducts other ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys. Performs related duties and responsibilities as assigned.   Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).
